MARRAKECH, Morocco (PAMACC News) - Experts at the ongoing climate talks in Marrakech have advocated the development and adoption of a policy and strategic framework that support expansion and mainstreaming of sustainable tourism certification in Africa.

Speaking at a side event in the Africa pavilion on the second day of the COP22 climate conference, water and tourism experts were unanimous in their view that African states should encourage and incentivise green certification of tourism, specifically in relation to monitoring and reducing water and waste.

This, according to them, will set the stage for existing African and International certification programs to have adequate criteria, and established processes and systems for working with the hotel sector to assess and monitor their waste and water management systems.

In addition to other environmental, social and socio-economic components of sustainable tourism, the framework will provide a mechanism to recognise that certification standards use a common and comprehensive approach to sustainability as well as summarise existing monitoring data being gathered by national tourism authorities and international/regional certification bodies specifically relating to the accommodation sector in Africa.

According to Dr. Anna Spenceley, a consultant with the African Development Bank (AfDB), African states can integrate sustainability criteria into their hotel quality-rating programs as a way of supporting Sustainable Development Goal 12 which places emphasis on responsible consumption and production, and also contribute to the objectives of the 10-Year Framework of Programmes on Sustainable Tourism.

Jean Michel Ossete, the Coordinator of the African Water Facility, jointly sponsored by the AfDB and the African Ministers’ Council on Water (AMCOW) believes that the AfDB could support member states to raise awareness on the benefits of sustainable tourism certification in Africa particularly those with currently low levels of certification,improve linkages between established certification programs and member states, where there the program is aligned with the country’s objectives, and providing guidance on the design and implementation of incentives to promote improved waste and water management.

Recognising that sustainable tourism certification provides an independent mechanism for evaluating and measuring water and waste management in African hotels, Oseloka Zikora of the African Ministers’ Council on Water (AMCOW) advocated support for the development of national waste and water management capacity, to ensure that countries are able and willing to establish and enabling policy framework for good practices, and that hotels can implement them.  

“This should be done by providing technical advice and mentoring to governments on how they can promote better water and waste management and certification in the hotel sector through congruent policies, including through incentives, commissioning and sharing research findings on the financial and non-financial benefits of certification, and of good waste and water management practices, that provides clear quantification of the benefits that can be understood by decision makers,” Zikora added.

He further recommended the adoption of a train-the-trainers approach to making the outreach cost effective and locally relevant, as well as establish an online resource library containing tools on waste and water management, training guides and case study examples.

The experts also agreed on the need to develop external coordination and cooperation mechanisms to ensure good communication, linkages and compatible approaches.

Strategic partners identified for this include multi-laterals such as the United Nations World Tourism Organisation, the United Nations Environment Programme (UNEP), bi-lateral organisations such as GiZ, and NGOs like the Global Sustainable Tourism Council, the Travel Foundation and International Tourism Partnership, and also networks such as the Sustainable Tourism Certification Alliance Africa.

Collectively, the African and international certification programs have certified at least 715 accommodation facilities in 19 African countries, against their environmental, social and economic criteria.

Though the total actual number of hotels in Africa is not known, Booking.com lists 20,844 hotels in 51 of Africa’s 52 countries. It therefore implies that the number of hotels that are monitoring their waste and water consumption, and taking efforts to improve their practices, are a tiny proportion of the number of accommodation facilities on the continent.

MARRAKECH, Morocco (PAMACC News) - The African Working Group on Gender and Climate Change has identified gender integration as a key component to the continent’s implementation of the Paris Agreement (PA).


Chairperson of National Gender and Equality Commission of the African Working Group on Gender and Climate Change, Winfred Lichuma said integration is much more meaningful and could lead to positive results as opposed to mainstreaming, which has largely dominated the gender discourse, but with minimal impact.


“To achieve the required responsiveness, we need to move from gender mainstreaming to integration as it is much more deeper and addresses the inadequacies noted especially at implementation of policies and strategies,”Lichuma told delegates at a side event at COP 22 where an analysis of the PA and gender in Africa was presented.


Lichuma explained that integration would ensure that the excluded gender is involved at all levels as opposed to their needs just being mainstreamed in policies and strategies.


Highlighting Agriculture which is believed to be the main source of Africa’s emissions and largely dominated by women, Lichuma bemoaned the failure by the Paris Agreement to include more explicit recognition of the gender dimension.


And representing the Nigerian Minister of Environment on the panel, United Nations Framework Convention on Climate Change UNFCCC country focal point, Peter Tarfa said ignoring the gender dimension especially women in the implementation of the Paris Agreement would be suicidal.


“Climate Change vulnerability is more pronounced among women who are in the majority in most countries, and should be involved especially on critical issues such as climate finance,” said Dr. Tarfa, adding that Nigeria is reviewing its National Climate Change Policy to make gender inclusivity more visible.


Meanwhile, representing the African Union Commissioner, Olushola Olayidehad some good news for theAfrican Working Group on Gender and Climate Change, announcing that the African Union’s Climate Change Strategy is almost ready to be tabled for adoption.


“The AU Climate Change Strategy is almost ready, and will soon be tabled to the high level organ for adoption. I therefore encourage you to keep pushing the gender agenda at the negotiating table and ensure that it is part of the strategies for the implementation of the Paris Agreement,” she said.


Africa’s Agenda 2063 has a clear aspiration on gender, which is linked to youth development as the two have been identified key components to unlock Africa’s development potential.


Representing youths, Zambia’s Abel Musumali of Green Enviro Watch said “the implementation of the Paris Agreement will not be possible without women and youths” saying the two have a symbiotic relationship of mother and child, and are usually the face of climate change vulnerability in Africa.


And Tabi Joda, another youth ambassador on climate change concluded that a well-developed Agricultural system which accommodates the young people’s innovations, is the solution to youth and women vulnerability to climate change.


“Women and youth carry the burden of Africa’s poverty, destitution but the solution lies in empowering these two groups with agricultural solutions that work; all it requires is commitment,” said Joda, explaining his involvement in the promotion of climate smart agricultural innovations to entice youths into agriculture.

MARRAKECH, Morocco (PAMACC News) - African Civil society at the ongoing climate change negotiation warned that if Parties did not urgently raise their Pre-2020 Ambitions in Marrakech, the impact of low ambition and business as usual scenario could trigger even greater climate crisis in Africa.


“The outcome from Marrakech should be ambitious enough to protect the rights of poor and vulnerable in the continent most impacted by climate change and provide adequate climate finance to address the impacts,” said Mithika Mwenda, the Secretary General of the Civil Society Platform, Pan African Climate Justice Alliance .


Finance is key to Implementation of the Paris Agreement and the Convention and must be on the table for discussion in Marrakech as one of the important agenda item if Marrakech must be taken serious.


“Paris Agreement has a goal 1.50C but no prescription for how to achieve it – the pledges would still take the planet to an unthinkable 3.5 degreesi of warming. Therefore the need to improve Paris pledges and ensure prior Kyoto obligations are at least met because Low pre-2020 ambition will deepen the post-2020 challenge to the detriment of the poor and vulnerable especially in Africa”, said John Bideri from Action for Environment and Sustainable Development, Rwanda and Co- Chair of PACJA’s Continental Executive Committee said.


Now that the Paris Agreement has come into effect, stakes are certainly high on its implementation and Marrakech provides an incredible opportunity to clearly define the path towards achieving the 1.50C target, Bideri added during the Press Conference organized by the Alliance.


“In Paris, we demanded equity, fair deal and legally binding agreement. And here In Marrakech, developed country Parties must be include and provide clarity on their contributions on all the elements including provision of money for adaptation for developing countries, and particularly Africa,” Robert Chimambo, of Zambia Climate change Network and PACJA member, said.


“The role of capacity building and technology in the realization of the global target through mitigation and adaptation actions can never be over-emphasized. Support to developing countries by developed countries in the spirit of justice and equity in terms of capacity building and technology development and transfer is key to achieving African countries’ commitments in their NDCs even as developed countries embark upon drastic domestic economic-wide emission reduction efforts,” Tracy Sonny, National Coordinator, Botswana Climate Change Network and a member of Pan African Climate Justice Alliance, added.

La conférence qui a eu lieu ce lundi 7 novembre 2016 dans le Pavillon Afrique en marge de la COP 22, a réuni plusieurs acteurs locaux et internationaux du secteur des énergies renouvelables afin d’échanger sur leur problématique commune. « Nous avons noté une avancée considérable ces dernières années dans le domaine, mais celles-ci sont disparates selon les régions. Aujourd’hui, 21 % de l’électricité sur le continent est produite par les énergies renouvelables et cela progresse », a lancé d’emblée Amine Homman Ludiye, directeur pour la région Afrique du Nord de l’entreprise Engie,
 
Pour étayer ses propos il a rajouté que le Maroc avait connu une croissance fulgurante ces dernières années, dû à une expertise accumulée. Et de rajouter que le pays avait débuté sa mutation énergétique depuis plusieurs années, lui conférant le statut de modèle en la matière. Un modèle à dupliquer pour partager son savoir faire aux autres pays africains.
 
Début octobre 2016, la Banque africaine de développement (BAD) recommandait au Maroc de mettre le cap sur les microcentrales, selon un communiqué de l’organisation panafricaine. « Au-delà des grands complexes industriels solaires, éoliens et hydrauliques destinés aux besoins en électricité du pays, la construction des microcentrales +constitue une option intéressante+, essentiellement pour l'approvisionnement des zones rurales éloignées », note la BAD dans un récent rapport dédié au secteur en Afrique du Nord, intitulé Le secteur des énergies renouvelables et l’emploi des jeunes au Maghreb.
 
Le Maroc produit environ 6135 MW d'énergie par an, une production qui se répartit comme suit : 4 166 MW par des centrales électriques classiques (68,4%) ; 1 748 MW d'énergie hydraulique (28 %) et 222 MW d'énergie éolienne (3,6 %).

« Nous sommes sur le bon chemin. Il est important maintenant de réunir nos connaissances communes, et se concentrer davantage sur les petits projets et changer notre point de vue sur l’efficience de projets moindres mais qui nous permettre d’apprendre davantage sur des process à élargir pour les appliquer sur des projets plus importants », a constaté Andreas Gunst, spécialiste en Energie et projet d’électricité à DLA Piper Global Law Firm.
 
Mais tout le monde n’est pas toujours d’accord sur cette approche, puisque la volonté politique manque très souvent et que l’argent n’est pas toujours la solution à la résolution des problèmes climatiques que rencontre la planète.
 
« Nous savons que cela sera très difficile que tous les pays soient spontanément au même niveau de progression au niveau des énergies renouvelables et aujourd’hui au lieu de parler pourcentage, il faudrait parler des chantiers majeurs à traiter. L’énergie est fondamentale dans notre quotidien, et nous devons convaincre les politiciens d’obtenir les financements dont nous avons besoin », a suggéré Gareth Phillips, spécialiste en chef du changement climatique et de la croissance verte à la Banque africaine de développement (BAD).  
 
« Tout n’est pas qu’une question d’argent. Il faut identifier les sources, les ressources, et l’environnement, s’il est stable ou changeant, a réagi Rachel Child, directrice pour la Qualification à Camco Clean Energy. Les moyens techniques sont immenses, les finances sont à trouver et il y a des moyens pour y accéder. Nous n’avons pas une ligne directrice et nous nous tournons vers les agences de développement. Or, la question fondamentale à se poser c’est : pour quel projet nous souhaitons investir et quelles sont les conséquences à court et moyen terme ? ».

ADDIS Ababa, Ethiopia (PAMACC News) - As the sixth session of the Climate Change and Development for Africa (CCDA_CI) came to a close, Justus Kabyemera, Coordinator – ClimDev Africa Special Fund at the African Development Bank called on Africa to resolve the  issue of gender and inclusivity for climate change and development sooner than later.

“Of course there are issues that remain to be sorted out, but as most of you highlighted in the course of the discussions, we need to be more strategic and assertive in our decisions. Issues of gender and inclusivity for climate change and development are some of the gaps that we need to resolve sooner than later,” he said.

He pointed out that throughout the discussions, it came clear that there was need of a coordinated and programmatic approach to climate change initiatives across the continent.

“Working in silos or doing business as usual is no longer tenable especially as we grapple with the meager resources at our disposal,” he told the conference, which was attended by different government representatives, members of parliament, civil society among other.

“We need to leverage and compliment the resources and build on the capacities of all players in the climate change arena. There is need to scale up the various initiatives, including climate services, loss and damage mechanism/models, early warning systems; but also domesticated approaches as the countries brace to implement their NDC within the framework of the Paris Agreement,” said Kabyemera.

He promised that the Bank, within the framework of ClimDev Africa and more so the Climate Change Action Plan for the period 2016 -2020 and the Feed Africa Strategy will enhance its financial and technical support to the cause of climate change across the continent.

“The Bank will continue to support the African Group of Negotiators to strengthen the African voice at international climate forums for affirmative action. We pledge to assist and facilitate countries in the implementation of their NDCs,” he said.

The bank seeks to collaborate with other partners in the implementation of both the Adaptation for African Agriculture – Triple A and Africa Adaptation Initiative (AAI), which we hope will be closely linked for the creation of synergies between them.

Kabyemera pointed out that the CCDA-VI had set pace not only for COP-22, but also for CCDA-VII, which is expected to be a trend setter for the implementation of the Paris Agreement on the Continent.

“It is our hope that all African countries will have ratified their NDCs with well guided and articulate policy frameworks at the country level to guide the implementation process. This is one aspect that we all need to collaborate to accomplish. We look forward to collaborating with you all in the implementation of the Paris Agreement in a well-coordinated and programmatic manner,” he said.

ADDIS ABABA, Ethiopia (PAMACC News) - Human migration from one place to another due to different reasons has been linked to destruction of ecosystems as the migrants struggle to settle in the new areas, thus impacting on the prevailing climatic conditions.

Addressing the sixth Climate Change and Development in Africa (CCDA-VI), Prof Araya Asfaw of the Horn of Africa Regional Environment Centre in Ethiopia observed that migrants end up clearing forest cover to create space for settlement, destroy wetlands and in some cases destroy natural habitats for wildlife.

“When people move, they deforest, and they destroy wetlands,” said Prof Asfaw, noting that most of the migration activities happen in the Horn of Africa region.

Trees are generally known to sequester carbon dioxide, which is the main driver for global warming. And when tree cover is cleared to create space for human settlement, experts say that it directly impacts on the climate.

There is evidence that forced migration is a serious, protracted, and in some areas, an expanding problem across Africa, particularly south of the Sahara.

According to the United Nations Office of the Special Adviser on Africa (OSAA), conflicts and insecurity are major causes or drivers of forced migration in Africa. Across the continent, in Central African Republic, the Democratic Republic of Congo, Libya, Mali, Nigeria, Somalia, South Sudan and Sudan, OSAA notes that including violent conflict and insecurity have resulted in forced displacement, both within and across borders, with dire consequences for vulnerable populations, including women, children, the aged and disabled.

A detailed study titled ‘Global Trends’, which tracks forced displacement worldwide based on data from governments, partner agencies and UNHCR’s own reporting, found a total 65.3 million people were displaced at the end of 2015, compared to 59.5 million just 12 months earlier.

This, according to experts, has highly contributed to distortion of the ecosystem, hence, impacting on climate change. This trend is expected to continue as conflicts continue to sour in many parts of the world.

The experts therefore called for integrated policies that can help address such issues.

Apart from forced migration, Prof Asfaw also pointed out that due to the increasing population and search for better livelihoods, there has been increased rural urban migration in the recent past, a trend that is also expected to increase in the near future.

So far, noted Prof Asfew, Ethiopia’s is an example whose population has been increasing steadily, and it has grown four folds in the past decade, putting more pressure on urban centres.

A study by Jukka Heinonen of Aalto University School of Engineering points out that the per capita emissions related to city Sustainability lifestyle are substantially higher than those related to rural and semi-urban lifestyles in the Finnish context.

Other people argue that urban dwellers often use vehicles for commuting shorter distances compared to rural dwellers, hence emitting more carbon into the atmosphere. Urban dwellers as well use coolers such as refrigerators, which emit hydrofluorocarbons (HFCs).

HFCs, also known as "super greenhouse gases," are known to be the most potent greenhouse gases because the combined effect of their soaring use and high global warming potential could undercut the benefits expected from the reduction of other greenhouse gases such as carbon dioxide. Experts say that HFCs are 3,830 times more potent than CO2 with a lifetime of 14 years.

Though the world is currently negotiating the phase-down of the HFCs, it remains a huge concern because the phase-down is likely going to take some years, while the world population and the need to use cooling systems continue to increase.

“We expect most of the African population to urbanize, and this is going to have an impact on climate change,” said Ibrahim Ceesay, the Chairperson of the Africa Youth Alliance on Sustainable Development, noting that most of the people who move to urban areas are the youth.

The experts therefore noted that human migration is an important subject to be considered at all levels of climate discourse.

ADDIS ABABA (PAMACC News) - The African Development Bank (AfDB) has expressed its commitment to sustaining and extending ongoing collaboration with African countries with a view to deepening partnerships and investments that help in addressing the impacts of climate change and variability.
 
Acting Vice President of the bank, Dr. Kapil Kapoor stated this at the opening plenary of the 6th conference on Climate Change and Development in Africa (CCDA-VI) holding in the Ethiopian capital city, Addis Ababa.
 
Recalling the Banks’ Climate Action Plan for the period 2011 -2015 which prioritised mitigation, adaptation and climate finance as key pillars, Dr. Kapoor stated that approximately 260 projects with climate relevant components were implemented and $12 billion was channeled as climate finance.
 
For the period 2016 -2020, Dr. Kapoor said AfDB will be even more ambitious.

The bank will explore modalities for achieving the adaptation goal, the adequacy and effectiveness of climate finance, capacity building and technology transfer — building technical skills so that African economies can realize their full potential for adaptation in high-technology sectors.
 
“Under this plan, the Bank will nearly triple its annual climate financing to reach $5 billion a year by 2020,” the AfDB Vice President declared.
 
The bank will further examine the implication of the Paris Agreement on Africa’s future economic growth and sustainable development agenda while pursuing agriculture initiatives that complement investment actions and commitments of African countries expressed as national determined contributions (NDCs).
 
The AfDB however called on African countries to identify viable and transformative investment opportunities, reform institutions to make them more efficient, and build capacity to access and absorb climate finance — in readiness to take advantage of the opportunities presented by the Paris agreement, to leapfrog technologies and transition to low-Carbon, Climate-resilient development.
 
Organised by the United Nations Economic Commission for Africa (UNECA) in collaboration with ClimDev Partner organisations, the sixth Climate Change Development in Africa conference (CCDA VI) aims to facilitate science-policy dialogue and provide a marketplace for innovative solutions that integrate climate change into development processes.
 
With “The Paris Agreement on climate change: What next for Africa”as central theme, the CCDA-VI aspires to understand the implications, nuances, challenges and opportunities of implementing the Paris Agreement for Africa in the context of the continent’s development priorities.

The conference which ends on the 20th of October 2016 will examine the implications of the Paris Agreement for Africa’s future economic growth and sustainable development agenda; deepen an understanding of the nuances in the decisions of COP21, particularly with regard to the means of implementation (capacity, finance and technology transfer), as well as the domestication of the Agreement in Africa in alignment with the national development priorities of African countries; and identify strategies for implementing the Agreement especially through pan-African initiatives and institutions, public-private partnerships, and the engagement of State and non-State actors.


ADDIS ABABA, Ethiopia (PAMACC News) - 'Never to have any dealings with human beings, never to engage in trade, never to make use of money’ – is one of the famous extract defining the principle of Animalism in George Orwell’s Fable, Animal Farm. While it has over the years associated with political hypocrisy, there seems to be some positive lessons especially for Africa’s 2063 Agenda in relation to challenges that climate change poses to the continent, and the role of young people to achieve it.


Whilst Africa at present contributes less than 5% of global carbon emissions, it bears the brunt of the impact of climate change. Poverty, migration, disease and economic malaise characterise the continent and climate change is worsening these conditions. In its number one aspiration for Agenda 2063, Africa wants to see inclusive growth and sustainable development.

And to achieve this goal, the continent has prioritized climate adaptation in all actions, drawing upon skills of diverse disciplines with adequate support (affordable technology development and transfer, capacity building, financial and technical resources) to ensure implementation of actions for the survival of the most vulnerable populations, including islands states, and for sustainable development and shared prosperity.

However, Mithika Mwenda, Secretary General of the Pan African Climate Justice Alliance (PACJA), believes the achievement of the 2063 dream requires some kind of a rebellion, just like the Animals rebelled against the tyranny of Man in ‘Animal Farm.’

“Agenda 2063 is like animal farm, it is a rebellion against climate change, against poverty, against all kinds of suffering and economic malaise, just like the animals rebelled against man’s tyranny,” said Mwenda during a panel discussion at the Sixth Conference on Climate Change and Development in Africa (CCDA VI), currently holding in Addis Ababa, Ethiopia.

To avoid being misunderstood because of the negative connotation that ‘Animal Farm’ is associated with, Mwenda was quick to explain his rebellion comments:

“It must be understood that the rebellion I am referring to is symbolic, the animals that fought for ‘Animalism’ did not live to see it to fruition but the younger generation. The implementation of the agenda 2063 is about the young people, it is a long term project, and will only be implemented by the younger ones who should now be given the mantle to lead these processes,” added the PACJA chief.

With a seven-point plan, Agenda 2063 is a 50-year strategic blueprint which is both a vision and an action plan that calls for action to all segments of African society to work together to build a prosperous and united Africa based on shared values and a common destiny.

But with Africa’s young people largely neglected in development processes, there is a danger that the continent’s aspirations as enshrined in the 2063 Agenda could be in jeopardy.

James Murombedzi, Officer in Charge of the Africa Climate Policy Centre (ACPC) of the United Nations Economic Commission for Africa, believes time for action is now, and wants to see the younger generation use their energy to call for action.

“I would rather not use the metaphor of animal farm, the metaphor of rebellion, but what I think should happen is that there is a serious urgency to climate action, and what I want to see is young people use the energy to call for action now, it is not a challenge for the future it is for now,” said Murombedzi.

He cited the 1.5 degrees debate as one issue that requires urgency. “You see, already the 1.5 degrees debate is being pushed further as if to wait until we get there before action is taken, and yet this is an urgent matter and I think young people must come in to demand action now,” the ACPC chief added.

Interestingly, the youths are fired up but they have reservations regarding their involvement in the continent’s development agenda.

“The youth are the future of Africa, all the development agendas being developed should be anchored on young people. But in terms of leadership mantle transition, we are still lugging behind because our leaders don’t trust young people, they see them as a threat, they see young people as naïve…but we will rise and fight for climate justice and ensure that 2063 is a reality,” said Ibrahim Cessay of the Africa Youth Initiative on Climate Change (AYICC), a network of African youth organizations and individuals working on climate change & sustainable development.

And Abel Musumali of the ClimDev Youth Platform agrees with Cessay on the need to engage young people saying “climate change is about both short and long term planning, under for Agenda 2063 to be achieved, we should be involved now in solving the climate change problem which has a bearing on our future, otherwise, we are doomed.”

Agenda 2063 heralds Africa’s dream for development in the next 50 years. And Dr. Seth Osafo, former legal advisor at the United Nations Framework Convention on Climate Change (UNFCCC) secretariat, would like to see investments in scientific research especially for young scientists.

“We need to develop young people’s expertise at the highest level to contribute positively in their country processes. There are already some experts in all the other areas but we need a lot of research scientists, and I look forward to having a programme soon that could be mentoring young scientists for Africa to be much involved in the climate scientific governance framework considering that climate change threatens to hinder Africa’s aspirations as enshrined in the Agenda 2063,” concludes Osafo.
